Essential Guidance on Dual Claims and Glastir Now Available to Farm Tenants
The Tenant Farmers Association is advising all farm tenants in Wales considering entering the new Welsh agri-environment scheme, Glastir, to read newly published guidance covering land occupation issues.
The guidance, produced by the Tenant Farmers Association (TFA) and other stakeholders in the ‘Glastir Land Occupation Group’, provides information for parties such as landlords, tenants and graziers to establish which party will be eligible to enter Glastir because of the new ‘dual claims’ rule being introduced from 01 January 2012.
Farmers who ticked the ‘expression of interest’ box on their 2010 SAF application will shortly receive an application pack for the scheme, which has to be completed and returned by the deadline of 01 November 2010. However, with the introduction of the new dual claims rule which only allows one party to claim the Glastir payments and Single Payment on the same parcel of land, the TFA is warning that the application process may be more complicated for tenant farmers, many of whom will need to take action now to agree terms with their landlords before applying to enter the scheme.
TFA Agricultural Policy Adviser Gemma Bumford said “With the impending deadline for Glastir applications, the new land occupation guidance is essential reading for all tenant farmers considering applying to enter the scheme. Tenant farmers should read the guidance as soon as possible and take professional advice if they are unsure as to whether they have ‘management control’ of the land for the five year term. Many tenants occupying on shorter-term tenancies with less than five years remaining at 01 January 2012 may need to approach their landlords for a longer term tenancy or for an indemnity to enter the scheme. Tenant farmers will need to act quickly to ensure they have sufficient evidence of management control so that they do not miss out on payments from the start of the new Glastir scheme.”
The Tenant Farmers Association will be holding meetings to discuss dual claims and Glastir issues and other tenancy matters in Brecon on 28 September and Llangollen on 29 September.
